Pakistan is currently in the process of implementing a massive National Employment Policy (NEP) that aims to create 10 million jobs in the next three years, from 2023 to 2026. The policy is led by the Ministry of Federal Education and Professional Training and was approved by the Cabinet in March 2021.

The policy seeks to create jobs in various sectors and industries, including manufacturing, information and communications technology (ICT), tourism, agriculture, finance and banking, and start-ups. The NEP also proposes to support the creation of jobs through skills development and entrepreneurship, as well as through public-private partnerships.
The NEP has identified four key goals to achieve by 2023. These include enhancing the quality of employment, creating jobs through entrepreneurship and small business start-ups, empowering women and youth, and promoting job-oriented skills training. It also aims to set up a National Employment Council to oversee the implementation of the policy.
The NEP will also support the establishment of special economic zones to create jobs in specific industries and to develop regional industrial clusters. Additionally, the government is looking to create a National Employment Fund to provide financial assistance to those who want to start a business.
The government has also announced plans to roll out a range of job-creation initiatives, such as a Job Creation Programme, a National Youth Employment Programme, and a National Women Employment Programme. The government also aims to create one million jobs in the ICT and start-up sectors.
